Ray Nettles (Tom Sizemore) and Fuzzy (Nas) are two cops out to solve the mystery of a bomber striking terror in San Francisco. Nettles has baggage since his family has been killed by a bomb and he's losing interest in life and the job. When the bomber is found out to be Alex Swan (Dennis Hopper) they come up with a plan to get to him.
