Jean-Claude Van Damme stars as opposing roles in this sci-fi action thriller. Edward "The Torch" Garrotte (Van Damme) enjoys killing women with kids and setting them on fire, but his real enjoyment comes from toying with detective Jake Riley (Michael Rooker). The Torch is seemingly unstoppable, forcing the government to rely on a controversial cloning method using the killer's own DNA. They create the Replicant (also Van Damme), a genetic reproduction of the psychopath with the mind of a child, to defeat the Torch once and for all.
