After the death of his mother, sheltered agorophobe Elling (Per Christian Ellefsen) has a mental breakdown and is sent to an institution to be cared for by the state. There, he meets Kjell Bjarne (Sven Nordin), an awkward womanizer, and they eventually become friends. After two years in the state home they're forced to leave and find their way in the world, gradually shedding their social awkwardness and finding adventure along the way.

It was derived mostly from the content of the novel Brødre i Blodet ("Brothers by Blood") by Ingvar Ambjørnsen. Other books with the same character are Elsk meg i morgen ("Love me tomorrow", 1999), Fugledansen ("Bird's Dance", 1995) and Utsikt til paradiset ("Panorama to Paradise", 1993). It was filmed mostly in Oslo, the capital of Norway.
